If an attacker knows he is going to die if he gets caught he will probably kill the child to insure there is no witness. We have to keep the childrens best interest at heart in these situations. Having said that, I believe if you have been convicted of child sexual abuse and serve time for it and you do it again then he should be castraited. No questions. If he does not have the tools to commit a crime then he is not a threat. Think about it! I believe that you would only assure of more children being killed.
